General Description
The successful candidate will provide Oracle Security Architecture (OSA) and database expertise to the Air Force’s Human Resources (HR) Family of Systems software development and system modernization efforts in San Antonio, TX.  The successful candidate will have a deep understanding and level of expertise in guiding customers through the design, development, and implementation of an OSA solution using various Oracle tools within the Oracle Enterprise Business Systems (eBS) application environment. They will identify the HR FoS overall Database, Configuration Management, and Security goals along with their overall Oracle Client Assurance (CA) goals to assist with the improved security posture of Oracle Database Vault and fine-grained auditing as well as extended user attributions for enhanced security implementations. They will also develop and implement an OSA and monitor post-implementation success.

Duties and responsibilities
The successful candidate will assist/lead the identification of USAF’s overall database, configuration management, and security goals; review security scans and security assessments; review and prioritize security goals (MoSCoW method) to develop requirements; provide an overall OSA design, including infrastructure requirements; install and configure components such as Oracle Enterprise Manager (OEM), Oracle Advanced Security Option, Oracle Database Vault (DBV), Oracle Audit Vault (AV), Oracle Transparent Data Encryption and Network Encryption (TDE), Oracle Key Vault (OKV), and Oracle Data Masking (DM) consistent with the security architecture design; fully test and implement the architecture; and verify and monitor the architecture once implemented within the production environment.   

Specialized Knowledge
  • Hands-on experience in developing Oracle Security Architectures within the Oracle EBS Applications environment, with emphasis on Oracle HR/payroll modules of Oracle R12.2.4 and above.
  • Expertise in the following tools and capabilities: Oracle Enterprise Manager (OEM), Oracle Advanced Security Option, Oracle Database Vault (DBV), Oracle Audit Vault (AV), Oracle Transparent Data Encryption and Network Encryption (TDE), Oracle Key Vault (OKV), and Oracle Data Masking (DM).
  • Creating test plans and test scripts for TDE, OKV, NE, DM, DBV, AV, and OEM implementation.
  • Ability to review and validate existing Oracle Runbooks against Requirements and Operational needs and document implementation activities in the form of Runbooks (e.g., “Transparent Data Encryption Runbook”, “Oracle Key Vault Runbook“, “SQLNet Network Encryption Runbook”, “Oracle Data Masking Runbook”, Oracle Database Vault Runbook”, and “Oracle Audit Vault Runbook” and “Oracle Enterprise Manager Runbook”).
  • Ability to document the installation and configuration of TDE, OKV, NE, DM, DBV, AV, and OEM within a given security architecture.
  • Ability to validate STIG requirements implementation.
  • Ability to obtain a complete and accurate system configuration baseline within an environment to include the ability to monitor and review code and configurations for changes using Oracle Audit Vault, Oracle Enterprise Manager, and Oracle Database Auditing.
  • Knowledge of how to verify the ability to share data with partners while protecting confidentiality and integrity through data masking of sensitive and PII data using Oracle Data Masking.
  • Perform verification of role-based access control (RBAC) roles setup via STIG scans or Enterprise Manager.
  • Ability to identify and log inappropriate, unauthorized, and unusual activity or security violations using Oracle Audit Vault, Oracle Enterprise Manager, and Oracle Database Auditing.
  • Ability to detect, monitor, and notify appropriate personnel when security violations are captured on the system using Oracle Audit Vault, Oracle Enterprise Manager, and Oracle Database Auditing.
  • Ability to encrypt data-at-rest and data-in-transit using Oracle Encryption

Education
Bachelor’s degree in computer science, management information systems, Engineering, or related field.

Professional Certifications
An active CompTIA Security+ or equivalent certification is required.

Clearance
Must either have a completed and active background investigation at the Tier 1 low-risk level (formerly NACI) with a favorable adjudication or be able to pass a background investigation at the Tier 1 moderate-risk level.

Experience
5+ years as an OSA expert supporting eBS implementations. In addition, experience with HR/payroll modules of Oracle R12.2.4 and above.

U.S. Citizen or Similar
Must be a U.S. Citizen

Skills and Abilities
Experience with database management of Oracle databases.

Must be a self-starter with the ability to manage work efforts with minimal leadership oversight. Must have excellent analysis and problem-solving skills. Must also have excellent time-management skills as well as excellent oral, written, organizational, documentation, and communication skills. Must be able to work in a team environment with members that include personnel from other companies, Government program management and administrative personnel, and technical staff members.

Working conditions, including location
Fully remote.
Client duty hours are Monday through Friday.
