General Description
The successful candidate will perform as a Sr. Systems Engineer for the Defense Finance and Accounting Service (DFAS) WIA program. This successful candidate will focus primarily on the WIA application, which tracks soldiers wounded in action, and provides high-level systems analysis, integration, design, and support. This role will require JAVA development proficiency and expertise in modern web technologies, including Oracle databases, STRUTS, WebLogic12, and AGILE methodology.

Duties and responsibilities
This position requires Java and Oracle expertise in support of WIA application software maintenance and sustainment. Examples of duties required include:
  • Systems Design and Architecture: Lead and participate in the planning, design, and development of the WIA system and other related applications, ensuring the systems are scalable, reliable, and secure.
  • JAVA Development: Design and develop Java-based applications, ensuring robust back-end integration with Oracle databases and web-based user interfaces.
  • Web Development: Utilize STRUTS/STRUTS2, HTML/XHTML, CSS, and XML to create responsive and efficient web interfaces.
  • System Integration and Support: Provide integration and support for the WIA system, ensuring that it operates seamlessly within the broader infrastructure and that data is transferred accurately across systems.
  • System Development Lifecycle (SDLC) Support: Oversee all phases of the SDLC, including planning, analysis, design, integration, testing, and acceptance (including IV&V and DT&E).
  • Performance Monitoring: Monitor system performance and provide recommendations for improvements or upgrades to ensure the WIA system operates efficiently.
  • Information Assurance (IA): Ensure that all systems are compliant with security standards and best practices to safeguard sensitive military data.
  • Project Management and Tracking: Manage project timelines, milestones, and deliverables while coordinating with stakeholders to ensure system integration meets business objectives.
  • Quality Assurance and Testing: Oversee testing procedures to ensure that systems meet business requirements and quality standards.
  • Customer and User Support: Provide ongoing support to customers and end-users, including troubleshooting issues, gathering feedback, and implementing enhancements.
  • Knowledge Management: Create, update, and maintain documentation on system architecture, development processes, and user guides.
  • Training and Presentations: Prepare and deliver technical presentations, briefings, and training sessions as required by the task order.

Specialized Knowledge
  • Proficiency in Java programming and experience with STRUTS/STRUTS2 frameworks.
  • Expertise in HTML/XHTML, CSS, and XML for developing responsive and effective user interfaces.
  • Strong experience with Oracle PL/SQL for database management, optimization, and integration.
  • Experience with WebLogic12 for web server management and application deployment.
  • Familiarity with Capability Maturity Model (CMM) for software development process improvement.
  • Deep understanding of AGILE methodology and experience working in AGILE environments.
  • Expertise in Information Assurance (IA) practices and ensuring compliance with security standards.
  • Strong analytical, problem-solving, and troubleshooting skills.
  • Ability to perform high-level systems analysis, design, integration, and testing.
  • Strong communication skills to prepare and deliver reports, presentations, and briefings to stakeholders.

Education
Bachelor’s Degree in computer science, management information systems, or related field.

Clearance
Must either have a completed and active background investigation at the Tier 1 low-risk level (formerly NACI) with a favorable adjudication or be able to pass a background investigation at the Tier 1 moderate-risk level.

Experience
8+ years of experience in systems engineering, with a focus on web-based applications, JAVA development, and Oracle databases

Skills and Abilities
  • Experience with military or defense systems and applications, particularly wounded-in-action (WIA) tracking systems.
  • Familiarity with data conversion and migration processes.
  • Knowledge of business process improvement methodologies.
  • Ability to work in a remote environment with minimal supervision, ensuring that deadlines and quality standards are consistently met.

Other Characteristics (e.g., Personal or Language)
Excellent oral, written, and communication in English. Must be able to work in a team environment with members that include personnel from other companies, Government program management and administrative personnel, and technical staff members.

Working conditions, including location
Full-time Remote. Core hours are 9:30 AM to 3:30 PM Eastern Time.

Salary Range
$100,000 - 115,000 Annually
