General Description
The successful candidate will perform as a Sr. Software Engineer for the Defense Finance and Accounting Service (DFAS) HQARS, DATAAPS, and WIA programs. This role will focus primarily on the DATAAPS application which is a web-based time and attendance (T&A) software package developed using Java with a back-end Oracle database. This position will provide comprehensive support for the DFAS Enterprise Information Infrastructure Architecture and Engineering environment, with emphasis on the DATAAPS program. The successful candidate must provide software engineering services for the DATAAPS system, focusing on high-level systems analysis, design, integration, testing, and implementation. 

Duties and responsibilities
This position requires Java and Oracle expertise in support of DATAAPS application software maintenance and sustainment. Examples of duties required include:
  • Software Development: Develop, design, and maintain Java-based software applications, ensuring effective integration with Oracle databases.
  • System Design and Architecture: Participate in the planning, design, and development of DATAAPS and other associated systems. Ensure alignment with DFAS Enterprise Information Infrastructure standards.
  • Database Management: Use Oracle PL/SQL to manage and optimize database performance, ensure data consistency, and handle data migration between DATAAPS and external systems.
  • AGILE Methodology: Work within AGILE development frameworks, supporting continuous integration, delivery, and testing of software products.
  • Production Support: Provide ongoing support for DATAAPS including help desk support, system development lifecycle (SDLC) support, and troubleshooting issues related to the DATAAPS system.
  • System Integration Support: Ensure seamless integration of DATAAPS with other systems (e.g., Pay Systems), supporting data transfer operations on a scheduled basis.
  • Testing and Quality Assurance: Oversee the testing process and ensure that the software meets design specifications, functional requirements, and performance standards.
  • Data Conversion and Migration: Manage and assist with the migration of data between systems, ensuring the accuracy and security of data transfers.
  • Customer Support and User Assistance: Provide functional and technical support to users, addressing issues and implementing enhancements to meet evolving customer needs.
  • Information Assurance (IA): Ensure the security and compliance of systems, supporting information assurance processes and protocols.
  • Knowledge Management: Maintain documentation on the development process, system changes, and software requirements.
  • Training and Presentations: Prepare and deliver presentations and briefings to stakeholders as required and assist in the training of staff and end-users.

Specialized Knowledge
  • Proficiency in Java programming, with experience developing enterprise-level applications, including backend integration with Oracle databases.
  • Expertise in HTML/XHTML, XML, and Oracle PL/SQL for developing web-based applications and managing database interactions.
  • Strong understanding of Capability Maturity Model (CMM) practices, ensuring high-quality software development and process improvement.
  • Solid experience working with AGILE methodologies, including iterative development, user stories, sprints, and continuous integration.
  • Experience in the full System Development Lifecycle (SDLC), including analysis, design, integration, testing, and support.
  • Strong problem-solving and analytical skills, with the ability to translate business requirements into technical solutions.
  • Experience with data conversion and data migration processes.
  • Ability to provide excellent customer support, including troubleshooting issues, assisting users, and implementing system improvements.
  • Ability to develop and maintain system documentation, including technical specifications and user guides.
  • Strong communication skills, with the ability to prepare and deliver clear, concise presentations and briefings.


Education
Bachelor’s Degree in computer science, management information systems, or related field.

Clearance
Must either have a completed and active background investigation at the Tier 1 low-risk level (formerly NACI) with a favorable adjudication or be able to pass a background investigation at the Tier 1 moderate-risk level.

Experience
8+ years of experience in systems engineering, with a focus on web-based applications, JAVA development, and Oracle databases

U.S. Citizen or Similar
Must be a U.S. Citizen

Skills and Abilities
  • Experience with departmental accounting systems or similar government financial applications.
  • Familiarity with DFAS systems and operations.
  • Experience with information assurance processes and protocols.
  • Knowledge of best practices in software development, including security compliance and audit support.
  • The ability to work in a remote environment with minimal supervision, ensuring that deadlines and quality standards are consistently met.

Other Characteristics (e.g., Personal or Language)
Excellent oral, written, and communication in English. Must be able to work in a team environment with members that include personnel from other companies, Government program management and administrative personnel, and technical staff members.

Working conditions, including location
Full-time Remote. Core hours are 9:30 AM to 3:30 PM Eastern Time.

Salary Range
$105,000 - 120,000 Annually
